Puerto Rico Renewal Requirements

Continuing education is required
- Requirement exists In compliance with Law 173 and Law 185, all engineering and surveying professionals must complete continuing education contact hours to renew their licenses.
- Contact hours The profession’s continuing education requirement is commonly stated as approximately 50 contact hours (horas contacto) per renewal cycle; confirm the exact figure for surveyors with the Board and CIAPR.
- Regulation The Continuing Education Regulation for Engineers and Surveyors (No. 6575, approved 2003, amended by No. 7814 in 2010) governs the requirement.
- Examining Board Surveyors are licensed by the Examining Board of Engineers and Surveyors (Junta Examinadora de Ingenieros y Agrimensores) under the Puerto Rico Department of State.
Mandatory Colegio membership
- CIAPR membership Membership in the Colegio de Ingenieros y Agrimensores de Puerto Rico (CIAPR) is a legal requirement to practice as an engineer or land surveyor in Puerto Rico.
- Course accreditation The Examining Board has delegated CIAPR to evaluate and accredit continuing education courses through a dedicated department.
- Registered surveying practice Engineers who practice surveying must be registered in the Permanent Land Surveying Registry (RPA) and meet the continuing education requirements for both professions.
- Late-renewal penalty Professionals who do not renew within the established cycle must satisfy an additional percentage of contact hours as a penalty.
Accreditation and Approval
How courses are recognized
Verified structure. CIAPR evaluates and accredits continuing education offerings on behalf of the Examining Board. Courses provided through the continuing education programs of accredited universities in Puerto Rico and the United States are recognized when they meet CIAPR’s criteria.
Professional development activities such as training courses, conferences, seminars, and workshops can count toward the requirement when they meet the Board’s and CIAPR’s criteria and are accredited.
Because the Board delegates accreditation to CIAPR, a provider or course generally needs CIAPR recognition to count toward a Puerto Rico surveyor’s renewal.
Language and verification
Practical note. Puerto Rico’s statutes and regulations are published primarily in Spanish, and the continuing education framework is administered locally through CIAPR. A surveyor should confirm the current contact-hour total, cycle dates, and any subject requirements directly with the Board and CIAPR.
A surveyor practicing under both an engineering and a surveying credential, or registered in the RPA, should confirm how the requirement applies across both professions.
Where a course originates outside Puerto Rico, confirm with CIAPR whether it will be accredited before relying on it for renewal.
Renewal, Records, and Penalties
Renewal process
License and certificate renewals for engineers and surveyors are processed through the Puerto Rico Department of State’s Examining Board, with applications available through the Board’s credentialing service. Renewal requires meeting the continuing education requirement corresponding to the years elapsed since the certificate was issued.
A surveyor should retain evidence of accredited continuing education completed during the cycle, since the requirement is tied to renewal eligibility.
Late renewal and penalties
Under the continuing education regulation, a professional who renews after the expiration date must comply with the renewal-cycle requirements as of the date of the request, and a penalty applies. Non-compliance within the established cycle requires satisfying an additional percentage of contact hours.
Because penalties and transitional cycle rules have changed over time, a surveyor should confirm the current cycle and any additional-hour penalty with the Board and CIAPR.
Registry, Inactivation, and Status
Permanent Land Surveying Registry (RPA). Under Law 173 of 1988, licensed engineers qualified in land surveying could continue practicing surveying by registering in the RPA. Engineers in the RPA must meet the continuing education requirements for both professions to maintain their ability to practice surveying.
Training and associate certificates. Puerto Rico issues certificates for engineers and surveyors in training and associate certificates, each with its own renewal path under the Board’s rules.
Inactivation and withdrawal. A professional may apply to inactivate or withdraw a license or certificate through the Board, which affects the continuing education obligation while inactive.
Confirm specifics. Because the exact contact-hour total and cycle for surveyors are administered locally and have transitional provisions, a surveyor should verify current requirements with the Board and CIAPR rather than relying on a general figure.
