Massachusetts Renewal Requirements

The following items are expressly stated in Massachusetts statutes, Board rules, or current Board guidance unless marked as an interpretation.

Renewal cycle and hours

  • Renewal cycle Biennial. Licenses are renewable June 30 of every even-numbered year and are renewed online.
  • Required hours None currently. Massachusetts does not at this time require continuing education for renewal of a professional land surveyor license.
  • Renewal notice Renewal notices are issued approximately six weeks before the expiration date; it is the licensee’s responsibility to renew on time.
  • Expired more than two years A license expired more than two years cannot be renewed and requires a reinstatement application to the Board.

Mandatory subjects

  • No CE subjects Because there is no continuing education mandate for surveyors, Massachusetts prescribes no ethics hours, jurisprudence coursework, or state-standards hours for renewal.
  • Professional conduct still applies Licensees remain bound by the standards of practice and rules in the Board’s regulations at 250 CMR and the governing statute.
  • Voluntary development Continuing education may be taken voluntarily, and many Massachusetts surveyors complete coursework to satisfy other states where they also hold licenses.
  • Subject to change The Board has an active effort to adopt continuing education, so licensees should confirm the current status at each renewal.

A Continuing Education Requirement Under Consideration

Status of the proposal

Verified background. The Board has worked toward mandatory continuing education for engineers and land surveyors for several years. In 2017 the Board voted to move continuing professional competency regulations forward, and subsequent drafts have advanced through the rulemaking process.

Current status. As of this update, the Board has not imposed a continuing education requirement as a condition of license renewal for surveyors. Professional development remains voluntary until a final regulation takes effect.

Because this has been an active, multi-year process, the status can change between renewal cycles.

What a future requirement may look like

Drafts discussed publicly have referenced a figure in the range of 18 professional development hours per two-year period, tied to maintaining proficiency within a licensee’s scope of practice, with exemptions for defined circumstances.

Important caution. These figures come from proposed drafts, not an adopted rule, and the final requirement, if adopted, may differ in the number of hours, acceptable formats, and content. Licensees should rely only on the Board’s final regulation once effective.

Surveyors who also hold licenses in states that already require continuing education may wish to keep records now, since documentation practices established for other states would transfer readily if Massachusetts adopts a requirement.

Multi-State Practice

Surveyors Licensed in More Than One State

A Massachusetts licensee who also holds licenses in other jurisdictions must still satisfy each of those jurisdictions’ continuing education rules. Massachusetts’s current absence of a requirement does not carry over to other states.

Structured coursework remains relevant for surveyors who maintain licenses in states with PDH mandates. Certificates of completion and activity logs should be retained to the standard of the strictest state in which the surveyor is licensed, since the burden of proof in an out-of-state audit falls on the licensee.

Because Massachusetts has no surveyor requirement at present, a home-state comity pathway is typically unavailable to Massachusetts-resident surveyors, who must meet each other state’s rules directly.

Special Circumstances

Status Options and the Board

Combined engineer and surveyor board. Massachusetts regulates professional engineers and professional land surveyors through a single Board of Registration. Any future continuing education requirement would be set through that Board’s regulations at 250 CMR.

Reinstatement. A license expired more than two years may not simply be renewed; the licensee must submit a reinstatement application. If a continuing education requirement is adopted in the future, reinstatement conditions could include demonstrating completed coursework.

No exemption framework needed today. Because there is currently no continuing education requirement for surveyors, there are no CE exemptions for new licensees, military service, or hardship, as those concepts have no present application to a Massachusetts surveyor renewal.

Renewal is online only. Renewals are conducted through the licensee’s online ePortal account, and licensees should keep contact information current to receive renewal notices.
