California Surveyor PDH Requirements
A source-based summary of renewal requirements for California-licensed professional land surveyors, a state with no PDH-based continuing education but a new mandatory Renewal Assessment.
California Renewal Requirements
The following items are expressly stated in California statutes, Board rules, or current Board guidance unless marked as an interpretation.
Renewal cycle and hours
- Renewal cycle Biennial. Licenses are valid for two years from the assigned renewal date, not the issue date.
- Required PDH None. California does not require professional development hours or traditional continuing education for renewal of a professional land surveyor license.
- New requirement Effective July 1, 2026, all licenses that expire and renew after June 30, 2026 must complete a Renewal Assessment as a condition of renewal.
- Renewal process Renewal and the Renewal Assessment are both completed through the BPELSG Connect online portal.
The Renewal Assessment
- What it is An online program of reading materials and questions based on the Professional Land Surveyors’ Act and Board Rules, designed to reinforce knowledge of state law and reduce common violations.
- Frequency Once every two years, per license discipline. It takes under an hour and carries no additional fee.
- Timing A license may be renewed without first completing the assessment, but the assessment must be completed within 60 days of the license expiration date.
- Statutory basis Implemented under Business and Professions Code section 8801.1 for land surveyors (with parallel provisions for engineers and geologists).
Voluntary Study and Multi-State Practice
Voluntary continuing education
Verified status. Beyond the Renewal Assessment, California prescribes no PDH hours, subjects, or coursework for land surveyor renewal. Any continuing education a California surveyor undertakes is voluntary and is not tracked or audited by the Board.
Practical interpretation. Because there is no PDH mandate, there is no California CE approval framework, hour cap, or format restriction. The Renewal Assessment is a separate, Board-administered compliance step, not a continuing education credit that outside coursework can satisfy.
A caution on misinformation. Some third-party websites state that California surveyors must complete 24 PDH per renewal. That is incorrect; the Board imposes no PDH requirement.
Surveyors licensed in multiple states
A California licensee who also holds licenses in other jurisdictions must still satisfy each of those jurisdictions’ continuing education rules. California’s absence of a PDH requirement does not carry over to other states.
Structured coursework remains valuable for surveyors who maintain licenses in states with PDH mandates. Certificates of completion and activity logs should be retained to the standard of the strictest state in which the surveyor is licensed, since the burden of proof in an out-of-state audit falls on the licensee.
Comity note. Some states allow a licensee to satisfy CE by meeting the requirement of a home jurisdiction; because California has no PDH requirement, that pathway is typically unavailable to California-resident surveyors, who must meet the other state’s rules directly.
Assessment Compliance and Records
Renewal Assessment compliance
Completion of the Renewal Assessment is reported to the Board automatically through BPELSG Connect once the final module is finished, and the Board sends email confirmation. If the assessment window is closed early, credit is retained for completed modules and the program resumes where the licensee left off.
Consequence of non-completion. Failure to complete the Renewal Assessment within the 60-day period may result in disciplinary action, including potential enforcement measures.
Records and multiple licenses
Because there is no PDH requirement, California does not require licensees to maintain continuing education logs or completion certificates for renewal, and there is no CE audit program.
An individual holding licenses under more than one Act, such as a Professional Engineer license and a Professional Land Surveyor license, must complete a separate Renewal Assessment for each applicable discipline because the underlying statutes and Board rules differ.
Grace Periods, Delinquency, and Status Options
Grace period. Land surveyors have a 30-day grace period that applies only to the renewal fee payment. Practicing, offering to practice, or using a restricted title under an expired license is unlawful even during the grace period. Late payment requires a delinquency penalty equal to half of the current renewal fee.
Delinquent license. A license is delinquent from the first day after the grace period through five years past expiration and may be reinstated by paying all accrued renewal and delinquency fees. A license delinquent five years or more cannot be renewed, and the individual must reapply for a new license.
First-time licensees. The application fee covers licensure through the first renewal quarter after issuance. A first-time licensee receives a renewal notice one to two months after being notified of licensure, and the license is then valid for a full two-year cycle.
Retired and military status. The Board offers a retired license status and special renewal provisions for licensees whose licenses expired while on active duty in the California National Guard or the United States Armed Forces. Details are available through the Board’s licensee pages.
Address of record. Under Title 16, California Code of Regulations section 412, a licensee must notify the Board of a change of address within 30 days of the change, updated through BPELSG Connect.
