A source-based summary of continuing education requirements for Maine-licensed professional land surveyors.
Maine Renewal Requirements
The following items are expressly stated in Maine statutes, Board rules, or current Board guidance unless marked as an interpretation.
Renewal cycle and total hours
- Renewal cycle Biennial. The license term is two years, with renewal at the end of the term.
- Required hours 8 hours of continuing education completed during the preceding two-year license term, certified at renewal.
- One hour equals one hour of actual instructional time, excluding breaks, meals, and other non-instructional time.
- No carryover Carryover of excess continuing education credit from one license term to the next is not permitted.
Mandatory subjects and structure
- No fixed subject minimums Maine does not mandate a set number of ethics hours or a state-specific course; the requirement is 8 hours of qualifying content.
- Broad content areas Activities must instruct in one or more of the content areas defined by rule, which are centered on land surveying and closely related fields.
- Standalone surveyor board Maine regulates land surveyors through a dedicated board, so the requirement is set specifically for surveyors rather than shared with engineers.
- Certification The licensee certifies compliance at the time of license renewal.
Content Areas and Approval Rules
Qualifying content areas
Verified scope. A continuing education activity must instruct in one or more of the content areas set by rule, which include topics directly related to the practice of land surveying; general business administration or management relevant to surveying; land use regulation; and related land use fields such as civil or environmental engineering, site evaluation for septic design, soils, landscape architecture, geology, forestry, and title examination.
Additional recognized areas include computer application skills or programming relevant to surveying, and communication such as speech and technical writing.
Practical interpretation. The content areas are broad, so most substantive surveying coursework qualifies, but the activity must fall within these defined areas to be recognized for credit.
Acceptable activities and formats
Verified requirement. Acceptable continuing education must be of a type described in the Board’s rule and meet the content requirement. Board-approved professional development education is required for renewal.
The rule describes the types of activities that qualify and the documentation required for each. Licensees should retain documentation appropriate to the activity type claimed.
Because the total is only 8 hours per two-year term, a licensee should confirm that each activity clearly falls within an accepted type and content area before relying on it.
Records, Reporting, and Audit
Record retention
At renewal, the licensee certifies completion of the 8 hours during the preceding license term. Documentation appropriate to each activity type must be retained as described in the Board’s rule so it can be produced if the licensee is audited.
Renewal reminders and licenses are delivered to licensees by email from the state’s licensing system, so licensees should keep a current email address on file.
Audit
The Board conducts audits of continuing education compliance under its rule. A licensee selected for audit must provide documentation supporting the hours certified at renewal.
Because carryover is not permitted, each two-year term must independently meet the full 8-hour requirement, and audit review focuses on the preceding term.
Exemptions and First Renewal
First renewal. A licensee whose initial license is issued during the first year of the two-year license term certifies to completion of 4 hours at the first renewal, rather than the full 8. This first-term proration applies only to the initial renewal.
Age and limited-practice exemption. The continuing education requirement does not apply to a professional land surveyor who is 65 years of age or older and practices less than 160 hours a year. This is a distinctive Maine provision.
Land surveyors-in-training. The continuing education requirement does not apply to land surveyors-in-training, whose work is reviewed and sealed by a licensed professional land surveyor.
Deferment and waiver. The Board’s rule provides for deferment or waiver of the requirement in defined circumstances. A licensee who cannot meet the requirement should request relief through the process set out in the rule.
